Kages: You may give orders, organize missions, send your ninja on missions, you may also partake in missions (at your own risk)pretty much as a kage you can do/ order WHATEVER you want. Dish out whatever punishments you want for people not obeying you or do whatever you want.
ANBU captains: You may give orders to the ANBU, partake in missions with the ANBU, organize ANBU missions, allow or disallow ninjas to join the ANBU. You may also dismiss someone from ANBU for unsanctioned actions if need be.
ANBU: Follow orders from higher ups
Jonin: Follow orders from higher ups, give orders to the ranks below.
Chunin: Follow orders from higher ups, give orders to genin
Genin: Follow orders from higher ups
Academy: Follow orders from higher ups
